General eligibility requirements for CleanBC Better Homes Energy Savings Program:
- Must be a British Columbia citizen with an active utility account (FortisBC, BC Hydro, or a municipal utility)

Must live in an eligible home:
- Homes must be on a permanent foundation, intended as a primary residence, used year-round, and connected to British Columbia’s electricity grid
- If you currently rent your home, you will need a landlord consent form to accompany your application, and the home's utility account must be in your name

- Natural gas, propane, or oil
- Electricity (hard-wired electric heating systems such as electric baseboards, radiant ceilings, radiant floors, or forced-air furnace/boiler)
- Wood or other solid fuels
Income-based eligibility requirements for CleanBC Better Homes Energy Savings Program:
- Rebates for heat pumps in electrically or wood-heated homes are only available to income levels 1 and 2
- Households at income level 3 that wish to install these measures should apply to the regular CleanBC Better Homes and Home Renovation Rebate programs
- Income level 3 households can only get heat pump rebates if switching from natural gas, propane, or oil
- To qualify for income level 1 or 2, your home must be valued at $1,230,000 or less (based on the BC Assessment list for the year you apply)
- If your income qualifies but your home is valued above $1,230,000, you're considered income level 3

1. How do I get my heat pump added to the qualified product list?
If your heat pump meets the required HSPF and SEER ratings, you can request a review by emailing the details to betterhomesbc@gov.bc.ca. For air-to-water heat pumps, contact the same email address.
2. I am not comfortable providing income qualifying documentation, can I still participate in the CleanBC Better Homes Energy Savings Program?
We understand that sharing income documents can feel personal, but they’re needed to confirm your eligibility for the program. If you’re over 18 and not a dependent, you’ll need to provide one of the following:
- CRA Notice of Assessment (NOA): Only show your name, date, and line 150.
- Income or disability assistance verification: Like a cheque stub or My Self Serve confirmation
- SAFER or Rental Assistance letters from BC Housing
- GIS (Guaranteed Income Supplement) notice
- Three months of bank statements (only show name and deposit amounts) or three recent paystubs
