UPDATE: As of October 7, 2025, applications for Oil to Heat Pump Affordability incentives now flow through the Energy Affordability Program.

Ontario homeowners who heat their homes with oil may be eligible to receive a high-efficiency cold climate heat pump at no cost through the Energy Affordability Program (EAP). 

Supported by funding from Natural Resources Canada through the Oil to Heat Pump Affordability (OHPA) initiative, this program helps income-eligible households transition away from oil heating while improving home comfort and reducing monthly energy costs. 

About the Oil to Heat Pump Affordability Program, administered through the Energy Affordability Program

The Oil to Heat Pump Affordability Program is funded by the Government of Canada through Natural Resources Canada (NRCan) and delivered in Ontario through the Energy Affordability Program (EAP), administered by the Independent Electricity System Operator (IESO). 

The Energy Affordability Program is a fully funded home energy retrofit program designed to support income-eligible Ontarians by providing expert advice and energy-saving home upgrades completely free of charge. 

Eligible homeowners with oil-heated homes may qualify to receive: 

  • A cold climate air source heat pump system
  • Required electrical or mechanical upgrades
  • Additional energy-efficiency improvements based on home assessment results 

All upgrades are provided at no cost to eligible participants. 

General eligibility requirements for the Energy Affordability Program:

  • You must own, rent, or lease the home and be listed as the electricity account holder
  • The home must be your primary residence
  • Your home must currently be heated with oil or electricity
  • The property must be located in Ontario and connected to the electricity grid
  • You must meet income eligibility requirements or participate in an approved assistance program 

Income-based eligibility requirements for the Energy Affordability Program:

To qualify for the program, applicants must meet one of the following conditions:

  • Live in an eligible social housing property, or 
  • Own, rent, or lease a residence in Ontario and be listed as the primary or secondary utility account holder and meet at least one of the following criteria: 

A. Have a total annual household income from the previous year that falls below the income thresholds below:

1 person: $48,220 

2 people: $68,193 

3 people: $83,518 

4 people: $96,439 

5 people: $107,823 

6 people: $118,113 

7+ people: $127,576 

B. Have received support from one or more of the following programs within the past 12 months:

  • Allowance for Seniors
  • Allowance for the Survivor
  • Guaranteed Income Supplement
  • Healthy Smiles Ontario Child Dental Program
  • Home Winterproofing Program (HWP)
  • Low-Income Energy Assistance Program (LEAP)
  • Ontario Disability Support Program (ODSP)
  • Ontario Electricity Support Program (OESP)
  • Ontario Works

C. Be a member of an on-reserve community

What does the Energy Affordability Program cover?

Depending on your home’s needs identified during the assessment, eligible upgrades may include: 

  • Cold climate air source heat pumps
  • Smart or programmable thermostats
  • Draft proofing and air sealing
  • Attic or basement insulation upgrades
  • Energy-efficient appliances
  • LED lighting and smart power strips
  • Water-saving upgrades 

 

For oil-heated homes, the program may include full replacement of the oil heating system with an energy-efficient heat pump.

How to apply for OHPA via the Energy Affordability Program:

You will require the following documents for your application: 

  • Proof of income
  • Proof of residency or electricity account ownership
  • Identification confirming household details

Has the Oil to Heat Pump Affordability Program ended in Ontario? 

No, the Oil to Heat Pump Affordability Program (OHPA) has not ended, but its delivery has changed. As of September 2025, OHPA is co-delivered by the Independent Electricity System Operator (IESO) under the Energy Affordability Program. 

What is the Energy Affordability Program? 

The Energy Affordability Program (EAP) is a province-wide electricity conservation initiative delivered by Save on Energy Ontario and funded by the Independent Electricity System Operator (IESO). 

The EAP Ontario program helps income-eligible Ontario households reduce energy costs and improve home comfort by providing free energy-efficient upgrades and expert energy-saving support. 

Are the upgrades really free? 

Yes. All eligible services, assessments, and energy-saving upgrades provided through the Energy Affordability Program are completely free of charge. 

The program is funded and overseen by the IESO as part of Ontario’s energy-efficiency initiatives. 

Who is eligible for the Energy Affordability Program? 

Ontario residents may qualify if they: 

  • Live in Ontario and pay an electricity bill as a homeowner or renter, or
  • Reside in eligible social housing. 

Eligibility is determined based on household income, household size, or participation in qualifying assistance programs. 

Please note: Customers served by Cornwall Electric are not eligible, as they are not connected to the IESO electricity grid. 

How do I know if the Energy Affordability Program is right for me? 

You may benefit from the Energy Affordability Program if you: 

  • Meet income eligibility requirements or receive qualifying assistance benefits, and
  • Have older or inefficient appliances, lighting, or home equipment that could be upgraded to improve energy efficiency. 

If you need direct financial assistance with electricity bills, additional support programs may be available through the Ontario Energy Board

I rent my home. What information is shared with my landlord? 

If upgrades involve landlord-owned equipment or building improvements (such as insulation or appliances), the landlord will be contacted for approval. 

Your personal financial or eligibility information is not shared with your landlord. 

Are program delivery agents and contractors authorized? 

Yes. The Energy Affordability Program works with authorized delivery agents across Ontario who guide participants through each step of the process.

Is the Home Assistance Program still available? 

No. The former Home Assistance Program has been replaced by the Energy Affordability Program. 

The Ontario EAP continues to offer free in-home assessments and energy-saving upgrades, while expanding eligibility and introducing Energy Saving Kits for moderate-income households.
